The Combined County Authority has established advisory groups which provide advice to the Board on a range of issues. They have no formal decision-making powers and are mainly made up of representatives from the private and third sector.

Business Advisory Group

This group acts as the voice of Business and advises, guides, and informs the CCA on strategic economic planning for Devon and Torbay.

Skills and Employment Advisory Group

This group supports the CCA by providing advice on skills and employment matters, making recommendations on priorities, programmes and funding decisions.

Housing Advisory Group

This group advises, influences, and informs the CCA to support the delivery of the housing aspects of the CCA’s work. It also provides the autonomy for Devon’s housing authorities (the district councils and Torbay Council) to respond to ideas, concepts and solutions that might sit outside the CCA’s work. It can advise the CCA on areas where there is scope for greater strategic impact on housing matters.

Investment Advisory group

This group provides advice on public and private investment opportunities, makes recommendations on investments, develops prioritised investment pipelines and oversees the impact and delivery of CCA funded programmes and schemes.

Climate Change and Net Zero Advisory Group

This group is the voice of climate change and the environment and will advise, guide, and inform the CCA in its decision making to support local decisions on climate change and environment matters for Devon and Torbay. The overarching objective of the group is to support the implementation and monitoring of the Devon Carbon Plan and the Local Nature Recovery Strategy.

Transport Advisory Group

This group acts as the voice of the transport industry and will advise, guide, and inform the CCA to fulfil its local transport authority function for Devon and Torbay.
