A Combined County Authority is where a group of councils work together across a larger area. The Devon and Torbay Combined County Authority has been created by Devon County Council and Torbay Council.

The Devon and Torbay Combined County Authority is a legally recognised, single body. 

Our role is to use some of the money and powers, that up to now have been held by central government, and work with local leaders and communities to invest in ways that will help to make Devon and Torbay better connected, more competitive, and more prosperous.

What difference does it make?

Our Combined County Authority looks at issues that affect the whole area. On our website you can find out about the work we are doing to:

  • improve housing provision for local people
  • fund training and skills that meet the needs of our businesses
  • control public transport commissioning and infrastructure
  • attract inward investment to the area
  • create a strong and sustainable local economy
