Devon’s SEND Local Offer

How we will plan and deliver local services


Joint commissioning is about how we plan, deliver and review local services together with children and young people, parents and carers, and all partner agencies of the Devon Children and Families Partnership.

The Joint SEND Commissioning Plan is how we will do this in Devon over the next three years. Its purpose is to achieve the vision and ambitions for children and young people with SEND, as described in our SEND Strategy 2021-24.

The Plan sets out how we will jointly commission services to improve outcomes for children and young people across five key areas:

  1. Children and young people are fully engaged in their education and local community: Children and young people access community-based short breaks and inclusive universal services
  2. Early access to services means children and young people are thriving and resilient: Services for needs such as autism, speech language and communication or social, emotional, and mental health needs are delivered at the right time
  3. Children and young people are fulfilling their potential and achieving their goals: Planning for adulthood begins early and is based on young people’s individual needs, interests, and circumstances
  4. Children and young people are fulfilling their potential and achieving their goals: Young people access local, work and training opportunities
  5. Children and young people are fulfilling their potential and achieving their goals: Children and young people access local inclusive education
