Devon County Council’s current highway Term Maintenance Contract (TMC) is with Skanska Construction UK. The contract commenced in April 2017 and will run for an initial period of seven years, with extension options for a further three years. The partnership with Skanska is called Devon Highways and equates to approximately 50% of our business. The other half is delivered by a mix of specialist companies or local contractors.
Skanska deliver a wide range of highway services including, planned and reactive maintenance, whilst bringing additional social value to local communities. This includes the following;
- Reactive defect repair that meet our criteria for repair (link to safety defect policy)
- Safety Inspections (link to inspection policy)
- Cyclic maintenance including gully cleaning and grass cutting
- Drainage repairs
- Patching – footways and carriageways
- Winter service, including gritting the network and snow clearance
- Out of hours emergency response
Devon County Council also have several framework contracts in place for other types of work. These include;

• Pothole Action Fund
What we do not do
• Motorways and trunk roads are maintained by Highways England
• Torbay roads are maintained by Torbay Council
• Plymouth roads are maintained by Plymouth Council
