Scaffold or hoarding licence application form

Scaffolding companies can use this service to apply and pay for a licence. The cost of a standard licence is £65. In an emergency, it’s possible for us to grant a licence with less than 10 working days’ notice but at an increased cost of £119.00.

Before you start

Ensure you have read the scaffolding licence conditions and taken note of the guidance provided below in order to submit a successful application.

Amendments, cancellations and extensions

If an application or licence needs amending (for example, if the scaffolding dimensions need to be altered or your work dates have changed), cancelling or extending (extending a licence costs £49.00), you will need to notify us on 01392 382900  or by email to skipsscaffolds@devon.gov.uk.

Please quote the licence number or the location of the work (or both). Phone lines are open Monday to Thursday, 9:00am to 5:00pm and Friday, 9:00am to 4.30pm and we can only accept amendments or cancellations from the contractor who has applied for the licence.

Please note that you will only be refunded your licence fee if you cancel the application within one working hour of submission. After this period, you will be charged the full fee.

Start now

We will need to know exactly how long your scaffolding will be up. You will need to provide a start and end date as well as the time of day that the structure will be erected and dismantled.

Location

Please make sure you have established that the location of your site is on land maintained by Devon County Council. Any application submitted for land not maintained by us will be non-refundable unless cancelled within our one-hour cancellation policy (see below).

In relation to the site location, we will need to know the:

  • site address
  • position of the structure at that address
  • type of traffic management that will be used (if applicable)
  • details of any restrictions or additional considerations on the street (for example, waiting and loading restrictions, permanent traffic signals or roadworks)

You will need to provide a site location diagram. You can take a look at examples of acceptable and unacceptable site location plans. For more help, read our guide to creating a site location plan.

Structure

In relation to the structure, we will need to know the:

  • type of structure
  • total length
  • width at its widest point
  • height at its highest point

Payment

If you do not have an account with us, you will need credit or debit card details in order to use this service as full payment is required at the time of application. If you do have an account you will need to provide your account number.

What happens next?

We require 10 working days’ notice of any proposed work (other than in an emergency situation) and we will respond to your application within that time period.

If there are any problems with your application we will get in touch with you either by phone or email.
