Application details
You must apply for a licence to place café seating and tables on the public highway (any paved or pedestrianised area). Licences are granted for a term of one year.
Devon County Council is the licensing authority for outdoor seating, however, Newton Abbot Town Council manages applications on our behalf in its local area – apply for a licence in the Newton Abbot area.

A new licence costs £237 with an annual renewal fee of £101.

By law, we must carry out a 28-day public consultation on all new applications.
New applications
You can apply online for a new pavement licence. You will need to apply for a new licence if there has been a change of ownership to a business. You can not operate under the previous owner’s licence.
You will also need to apply for a new licence if you want to change the operating conditions that are currently agreed upon, for example, operating hours or the number of tables and chairs.
Application renewals
If you do not need to amend any of the details in your existing licence then you should apply to renew it.
Applications to renew an existing licence must be submitted at least two weeks before the current licence expires but we will contact you to remind you in good time.
