2020-21 is the third year of the National Funding Formula (NFF) “soft” formula arrangements. In 2020-21, as in previous years, local authorities will continue to set local schools’ formulae, in consultation with local schools. The government has confirmed its intention to move to a single “hard” national funding formula to determine all schools’ budgets, working closely with local authorities and other stakeholders in making this transition in the future.
In conjunction with headteacher and governor representatives, we are consulting with all schools, academies and free schools on the proposed local formula from 2nd to 18th October 2019.
Consultation and information events are being held across Devon. We encourage you to share your views with us by coming along to these events and responding to the consultation.

Under Section 48 of the School Standards and Framework Act 1998, and Schedule 14 to the Act, the local authority is required to publish its scheme of financing schools setting out the relationship between itself and the schools it maintains.
The local authority is now consulting on revised guidance with all maintained schools from 20th January – 3rd February 2016.
The scheme has been revised based on information from the DfE in December 2015 and will be reviewed annually or when updates are necessary.
The guidance also refers to legislation under School and Early Years Finance (England) Regulations 2014.

The consultation sets out how we plan to deliver a fair, transparent funding system where the amount of funding children attract for their schools is based on need and is consistent across the country.

National Funding Formula (Stage Two)
Following on from the Stage One consultation, the DfE have issued the proposed arrangements with the figures to show how this work across the country.
The proposed NFF arrangements are described in the consultation, with more detail on the specific calculations conducted by the models in the technical notes. The aim of the models is to calculate the funding that LAs, and individual mainstream maintained schools and academies for the schools NFF, would receive in the first year of the NFF based on their 2016-17 pupil data, and their funding if the proposed NFF had been fully implemented in 2016-17 without transitional protections being applied.

High Needs Funding reform
High Needs funding is funding for children and young people with special educational needs or disabilities who need extra support at school, college or alternative provision settings. Alternative provision settings are for children who can’t go to a mainstream school.

Request to transfer 0.5% Schools Block to High Needs Block
Following a discussion at Devon Education Forum (20th November 2019) relating to the views given by schools, as part of the consultation process, on transferring funding from Schools to High Needs we have been asked to share the following proposal with schools and seek your support.
Devon requests school approval to transfer 0.5% of the Schools block to High Needs to be used to pump prime additional outreach support for Primary and Secondary schools so that they can accommodate the needs of individuals who have specific provisions identified within their mainstream Education Health Care Plan (EHCP). This proposal is to facilitate this through central support teams or where possible funding to the school to buy in the support needed. This transfer would not be used to offset the current deficit position.
