Schools Funding Arrangements (Related to 2021/22)

In 2021-22, as in previous years, the local authority will continue to set a local schools funding formula, in consultation with its schools, under what is known as a ‘soft’ National Funding Formula (NFF).  The government are expected to, later this year, put forward plans to move to a ‘hard’ NFF in the future, which will determine school funding allocations directly, rather than a local funding formula.

As we move through the coronavirus (COVID-19) pandemic, the local authority acknowledges the need to make the consultation and information events via a virtual setting to allow people to attend whilst remaining within your bubbles. We encourage you to share your views with us by booking onto these events and responding to the consultation.

The virtual meetings are to take place :

Under Section 48 of the School Standards and Framework Act 1998, and Schedule 14 to the Act, the local authority is required to publish its scheme of financing schools setting out the relationship between itself and the schools it maintains.

The scheme has been revised based on information from the DfE in August 2020 and will be reviewed annually or when updates are necessary.

The guidance also refers to legislation under School and Early Years Finance (England) Regulations 2020.

National Funding Formula (Stage One)

The consultation sets out how we plan to deliver a fair, transparent funding system where the amount of funding children attract for their schools is based on need and is consistent across the country.

National Funding Formula (Stage Two)

Following on from the Stage One consultation, the DfE have issued the proposed arrangements with the figures to show how this work across the country.

The proposed NFF arrangements are described in the consultation, with more detail on the specific calculations conducted by the models in the technical notes. The aim of the models is to calculate the funding that LAs, and individual mainstream maintained schools and academies for the schools NFF, would receive in the first year of the NFF based on their 2016-17 pupil data, and their funding if the proposed NFF had been fully implemented in 2016-17 without transitional protections being applied.

High Needs Funding Reform

Please Note: This consultation concluded on 17th April 2016 and the below is for information only.

High Needs funding is funding for children and young people with special educational needs or disabilities who need extra support at school, college or alternative provision settings. Alternative provision settings are for children who can’t go to a mainstream school.

DfE invite your views on:

  • The structure of a formula for funding local authorities to provide services for children and young people who attract High Needs funding
  • Improvements to the distribution of this high needs funding to schools, colleges and other institutions
