Summary of Reason(s) for Decision Taken:
The decision has been taken on the basis of wishing to provide market stability and continuity of service delivery as we continue negotiations to devolve these commissioning arrangements into locally connected management groups with better cross-cutting accountabilities for rough sleeping and homelessness prevention.
Summary of Alternatives or Options considered and rejected:
There is currently a lot of pressure upon homelessness services, with both Exeter and Barnstaple being national outliers in drug and homelessness related deaths. Providers are also reporting that the complexity of need is increasing among those who are homeless. The option of ceasing our contribution or devolving it without proper measures and agreements in place is likely to put homeless people at greater risk.
