Summary of Reason(s) for Decision Taken:

The decision has been taken based on the supplier(s) achieving the highest overall score within a best value tender (combination of whole-life costs and quality) in line with the European Procurement Directives award procedure of Most Economically Advantageous Tender (MEAT).

Furthermore, the requirements to allow for the award of Lot 1 were met.

Summary of Alternatives or Options considered and rejected:

A competitive process was undertaken from which 5 bids were received. These were considered as part of the formal evaluation process.
