Officer Decisions (archive)
Director of Climate Change, Environment and Transport - Meg Booth
Amendments to scheme approved on 29 July 2021 for Starcross Enhancement as follows:
- Not proceeding with the footway widening on The Strand, following an unsuccessful trial
- The footpath on New Road has been reduced to a minor extension of the existing path with new tactiles for the crossing point
- Relocation of the bus stop will not form part of the works
Approved
In accordance with HATOC recommendation d), above changes were also accepted by Chair of HATOC (email confirming on 14/10/22) and Local Member (email confirming on 14/10/22).
The footway widening trial was not supported and caused increased delays for traffic using the A379.
The New Road footpath amendments were necessary due to road safety audit concerns about drainage, potential flooding issues and potential for collisions.
The bus stop will not be relocated also on grounds of safety due to impacts on forward visibility
The Road Safety Audit could not identify any mitigation of the issues identified and so there were no alternative options that could reasonably address the concerns. If the scheme elements were retained, there is potential for collisions and in the case of the New Road footpath, potential for flooding.
None.
