Decision to award the contract for CP2427-23 Staff Benefits Portal Platform Provider via a direct award under NOECPC (North of England Commercial Procurement Collaborative) (NHS) Framework NOE.0381 Employee Benefits for Health, Wealth & Wellbeing.

Decision Taken:

To award a contract to the below organisation for the provision of the above contract. The contract will commence on 9th October 2023 for a period of 36 months, with an option to extend for a further 12 months.

Summary of Reason(s) for Decision Taken:

The decision has been taken on the basis of Vivup being identified as the supplier offering the most economically advantageous solution to DCC.

Summary of Alternatives or Options considered and rejected:

3 national frameworks were considered:

• NOECPC (North of England Commercial Procurement
Collaborative)
• CCS (Crown Commercial Service)
• ESPO (Eastern Shires Purchasing Organisation)

Following an appraisal of the frameworks, it was concluded that the
NOECPC Framework offered the best route to market and following a
comprehensive evaluation of the supplier’s offers under this and other
frameworks, that the offer from Vivup offered the best value-formoney solution for DCC.

There are no conflicts of interest in relation to the award of this contract.
