Head of Integrated Adult Social Care (interim) - Solveig Wright
The award of fee uplift for Community Based (non-residential) adult care services 2023-24
Integrated Adult Social Care Heads of Service considered the options presented and approved the recommendation made to apply a rate of 5% across all elements of community based (non-residential) care and support purchased by the Council.
Devon County Council sets an annual uplift rate considering the impact of inflation on provider costs.
The 5% is a composite inflation rate incorporating elements of the NLW increase from April 23/24 and CPI components as of September 2022.
Following due consideration of these inflators, and market conditions, the Decision Maker reached the decision set out above.
Consideration was given to applying the CPI component elements without the increase to NLW where provision has already been made to pay in excess of this for Personal Care only, however this was rejected as it would not recognise the workforce challenges and investment already made into this part of the market.
To make a consistent award based on accepted measures of inflation using the component elements of CPI as at September 2022, acknowledging the local and national economic landscape. This option was accepted, it gives due regard to the financial pressures being experienced by providers.
