Decision to award the contract for CP1525-17 for the supply, data encoding and distribution of Concessionary Travel Smartcards for eligible Devon residents.
This award was made under a Direct call-off from South West Smart Applications LTD (SWSAL) procurement of ITSO Services and Goods by South West Smart Applications Ltd on behalf of its Local Authority, other Public Sector and Operator Members, Framework 1, under lot 4 ITSO Card Production Bureau
Decision Taken:
To award a 4 year contract starting on 1st December 2017 (with the option to extend for a further 2 x twelve months) to the following supplier:
ESP Systex,
68 – 74 Holderness Road,
Hull,
HU9 1ED
Summary of Reason(s) for Decision Taken:
The decision to award the contract to ESP Systex was made following the completion of an options appraisal and the outcome that awarding was the best option for Devon County Council
Summary of Alternatives or Options considered and rejected:
An options appraisal was carried out with the following options considered:
o Devon County Council to re-tender the contract on their own
o Call-off from the ESPO framework agreement already in place
o Call-off from another framework agreement already in place
Allow the contract to expire and do not put another in place
