Summary of Matter or Issue Requiring Decision:
It is recommended that DCC lease the land between Barnstaple Rugby Football Club and the Western bypass to Barnstaple Rugby Football Club for a period of 25 years, with the provision for break clauses at 10, 15 and 20 years.
Decision Taken:
To offer the Barnstaple Rugby Football Club Ltd a new 25-year lease.
Summary of Reason(s) for Decision Taken:
The field is currently being leased by the club on a 5-year lease (expiring 31 August 2021) and the club has expressed an interest in a longer lease. The DCC land is allocated in the North Devon and Torridge Local Plan for a Park and Change Site. However, the Highways Department do not consider the site to be appropriate or required for such use.
Summary of Alternatives or Options considered and rejected:
1) To retain the land and maintain at DCC expense. 2) To develop the land for a Park and Change.
