What we have achieved


Devon County Council was awarded £1.9m for 2023 from the Department of Education to run the Holiday Activity and Food Programme over a 12-month period during the Easter, summer and Christmas holidays.

Easter holiday 2021 summary

  • £180,000 was ring-fenced for the Easter holiday programme
  • We were able to access further funding of £200,000 so we could offer places to children and young people with other vulnerabilities, as well as eligible Free School Meal (FSM) children
  • We spent £250,000 enabling us to carry over £130,000 to the summer programme
  • Providers had to run for a minimum of 4 days of 4 hours over 2 weeks
  • 110 food and activity groups and organisations expressed an interest in the HAF project by mid-February
  • 33 applied for a HAF grant
  • 31 grants were approved
  • 47 different activity schemes ran over the Easter holiday
  • 8,891 places were provided for eligible children
  • 3,021 children and young people attended
  • On average, these children attended four days of the Easter holiday programme
  • 72 were secondary school age
  • 2,949 were primary school age

To compliment this programme, members of the steering group set up an alternative Goodie box scheme providing four meals for a family of four, recipe cards and activities.

  • 2,155 referrals were received
  • 4,467 children were supported
