Summary of Matter or Issue Requiring Decision:
Decision to extend the validity periods, alter the regulation definitions, and revise the team structure and adjust the permit fee levels, for the Permit For Works scheme, following a review of the operational data.
Although included in the Proposal the Permit Fee levels are not included in this decision.
Decision Taken:
Decision to make the above amendments to the Permit for Works Scheme, following a review of 12 months of operational data. The potential recruitment exercise will start in January 2022, the 4 week statutory consultation period will start in February 2022, and we will review consultation responses in March 2022, with a go live for changes in April 2022 (FY change). Consultation carried out with the Cabinet Member as per Appendix 1.
Summary of Reason(s) for Decision Taken:
The proposed adjustment allows Devon to operate the scheme in line with the national system requirements, and allows accurate statutory regulation definitions to be referenced in the Permit Plan. The additional staff will provide increased capacity to manage permit processing and overall coordination activity including DCC works to better demonstrate parity. This change will enable better management of the network leading to reduced congestion.
