Decision not to award the Authority’s contract for the composting of the garden waste collected by East Devon District Council (March 2018)
Decision Taken:
Decision NOT TO award the Authority’s Contract for the composting of the garden waste collected by East Devon District Council.
Summary of Reason(s) for Decision Taken:
A tendering exercise (ref: CP1513-17 /OJEU Reference 2017/S 199-409612) was undertaken to procure a 9-year contract for the reception and composting of the garden waste which resulted in a single tender return from Devon Waste Management Ltd. (DWML).
As this single tender return does not reflect market value, being £17/ tonne higher than the current green waste contract already in place (tendered in 2016), it is recommended NOT TO award the contract to DWML.
Summary of Alternatives or Options considered and rejected:
New contracts to manage garden waste collected by North Devon and Torridge District Councils will need to be in place by October 2019.
It is proposed to re-tender the contract for EDDC’s garden waste as part of that procurement exercise on the basis that an increase in tonnage may make it more attractive to the market.
