The DCFP work with local subgroups, locality forums and have collaborative arrangements with the four South West Peninsula Local Safeguarding Children Boards (LSCB). They also commission work through task and finish groups with a named Board Member lead. Each sub group Chair reports directly to the relevant Board.

Devon Serious Case Review (SCR) subgroup
The serious case review (SCR) subgroup ensures that a SCR panel is convened if a child dies or is seriously injured and abuse or neglect are known or suspected to be a factor in the child’s death. A panel may be convened if:
- A child sustains a potentially life threatening injury or serious and permanent impairment of health and development
- A child has been subjected to particularly serious sexual abuse
- A child’s parent has been murdered and a homicide review is being initiated
- The case raises concerns about inter-agency working to protect the children
- The prime purpose of a SCR is for agencies and individuals to learn lessons to improve the way in which they work both individually and collectively to safeguard and promote the welfare of children.
In all cases the SCR overview report should be used to produce an executive summary that is made public and which accurately reflects the full overview report. The executive summary will include information about the review process, key issues arising from the case, the recommendations and the action plan (including any actions that have been completed).

Devon Learning and Improvement subgroup
The learning and improvement subgroup promotes a continuous learning and improvement culture across all DSCB organisations throughout Devon. The subgroup works to identify what working practices are successful and promoting best practice through a local learning and improvement framework.
Devon Child Sexual Exploitation (CSE) subgroup
The Child Sexual Exploitation (CSE) subgroup is accountable for the delivery of the Devon Child Sexual Exploitation Strategy 2014-16 and drives the South West Peninsular Child Sexual Exploitation Strategy.
Devon Policies and Procedures subgroup
The Policies and Procedures subgroup develops and agrees inter-agency policies and procedures for safeguarding and promoting the welfare of children, in line with Working Together 2015.
Devon Education subgroup
The Education subgroup contributes to the statutory duty under s175 of the Education Act 2002 to safeguard and promote the welfare of children and s11 of the Children Act 2004.
Devon locality forums
The locality forums bring together staff from three areas of Devon (North, South, Exeter and East) to improve working together arrangements and understanding the voice of children and young people. These forums review practice unique to the locality and disseminate lessons learnt from audits, SCRs and child deaths to the children’s workforce in the locality.
