Creating the environment for excellent practice to flourish and this in turn improving outcomes for children, is a commitment for the DCFP. The workforce development plan is our approach to multi-agency learning and development.
Continuing to strengthen our workforce to protect children from harm is core to the delivery of our safeguarding duties. Therefore, we are developing the whole workforce in three key skills:
- Developing strength’s based practice
- The roll out of training for restorative approaches including supervision
- The development of appreciative inquiry
Multi-agency approach
The workforce is all those in the statutory, private, independent and voluntary sector who work with children and their families. This includes staff from community based and universal services, through to specialist hospital or child protection staff – whether paid or unpaid.
The partnership has committed multi-agency resources to invest in multi-agency training. This is held in a pooled fund and commissioned on behalf of the partnership. Therefore, the whole workforce benefit from a core offer of funded multi-agency training.
Workforce development can be delivered in a wide variety of ways,including:
- Individually and in small and large groups
- e-learning, webinars and websites
- Action learning sets
- Experiential learning
- Lectures and conferences
- Locality forums
Safeguarding arrangements
The safeguarding arrangements for the partnership are published here [I can’t access link in Word doc, am finding this out at the moment]. This arrangement sets out the responsibilities and commitments for each of the safeguarding partners through Working Together to Safeguard Children (July 2018). There are a range of associated documents such as:

In September 2019 we published our Children and Young Peoples Plan 2019-2022. This sets out the priorities for the partnership over the next three years and commitments to ways of working.
The responsibilities and priorities in our safeguarding arrangements and our Children and Young Peoples Plan for workforce development are cascaded through this plan.
